The Kingdom’s cloud seeding programme, launched in 2022 under the National Center for Meteorology, is now leaning on machine learning to decide when, where and how to fly.

Cloud seeding itself is not new. Aircraft release hygroscopic salt flares into promising clouds, encouraging droplets to grow heavy enough to fall. The hard part has always been choosing the right cloud at the right moment, a task that once depended on a meteorologist’s instinct and a quick glance at the radar.

That is where AI comes in. Algorithms now sift through satellite imagery, radar returns and humidity readings in real time, flagging clouds with the highest seeding potential over regions like Riyadh, Qassim and Hail. Pilots receive updated targets mid-flight, cutting wasted sorties and fuel.
Early results are encouraging. Officials estimate seeded storms can yield 10 to 20 percent more rainfall, and the data feedback loop means each mission sharpens the model for the next. It is a rare case of weather forecasting and weather making working hand in hand.
From Desert Drought to Data-Driven Rainfall
The programme is not a gimmick. Saudi Arabia is among the most water-stressed nations on Earth, relying heavily on energy-hungry desalination. Every extra millimetre of rain that reaches an aquifer or reservoir eases that burden, even marginally.
It also fits neatly into the Saudi Green Initiative and Vision 2030, which promise to plant billions of trees and restore degraded land. Trees need water, and a smarter rain programme is one lever among many to make that ambition realistic rather than aspirational.

There is a social dimension too. Farmers in the central plateau, herders in the north and city planners in Riyadh all stand to benefit from more predictable, if modest, rainfall. Young Saudi data scientists are being trained on the project, building homegrown expertise in a field once outsourced.

Making it rain in the desert still sounds like folklore. But with AI reading the clouds and pilots following its cues, Saudi Arabia is quietly turning a long shot into a routine operation, and the rest of the arid world is watching closely.
